Is your IP address REALLY from your ISP?
As many of you have seen that several people here have the little IP address grabber in their sig. Well, was looking at a thread and one showed I was 199.xxx.xxx.xx at mindspring.com/ relogged on and got 67.xx.xxx.xx at level3.net. Neither of these is my ISP. So, the question is, do ISPs lease access points from other ISPs and call it their own?

You bet. I checked your email addy, your ISP has none of their own equipment, they are a virtual ISP, everything is outsourced including mail servers. You will also see them using UUnet. I used to have an ISP like that called Surfree (no, it wasn't free). They used Level3, UUnet, PSInet, and Navipath - and mail was outsourced to Critical Path.
