When a Web Page Stalls Then No Other Site Accessible

Here is something that has been bugging me for a long time with my 56K connection. Sometimes I will try to call up a Website that for some reason or another isn't able to get the site up and just stalls. When I close the page and then try to access any other website after that, it will either do so extremely slow or not at all. It acts as though some pipe just got clogged up and it won't work right until I log off and then back on again. Isn't there any way after a web site stalls that I can clean my Internet pipe out while online so I won't have to log off and then back on again?
