It's a russian linux distro themed to look like winxp. It's also freely downloadable here:

In short, it's a complete ripoff since you can download it for free, it's not winxp and won't run your windows programs despite the misleading headline and if you don't want to download, there are cheaper, less misleading on line services that will do that for you, like edmunds:

Edit: Sorry, I got it wrong. That's a linux distro called pclinuxos which this clown is trying to sell as "Linux XP Pro". All he did was put a different wallpaper on pclinuxos. It's just another ebay rip off. You can download the current pclinuxos here for free:

My favourite distro is Ubuntu - I would recomend that for a new build. It is one of the more userfriendly distros available for free.

Pclinuxos is very newbie friendly and would be fine for a new build. It's also a live cd so you can test it out on your new hardware and see how it works. It will come with more stuff out of the box than ubuntu like java and flash for your browser and some multimedia codecs IIRC.
