multiple operating systems with linux

I have recently heard that by using linux you can run multiple OS's sort of like what i think would be a virtual pc. But im not sure. There is a video of it on Utube although its not a tutorial.

So what i was wanting to know was is there programs, that can convert files (other than a text file) from operating systems.

For example for people who use a dual boot of windows and linux. They can with software read and use windows files. But windows cannot read linux files. So if i wanted to use a file created in linux on someone elses computer, that ran just windows, could i do that. If it was an uncommon file, one that would not be the same, unlike how i pressume there would be no need to convert jpg's between OS's.

So another file type, more specific to linux, but say that windows have an alternative program.

Your confusing file types(mpg, mp3, jpeg, doc, etc) with file systems( FAT32, NTFS, ext3, reiserfs). Windows cannot read or write to native linux filesystems like ext3 or reiserfs. Actuall, windows could do so if MS wanted to give windows that functionality but it refuses to do so for competitive reasons. However, a file type like a jpeg, mp3, etc. created on linux can be read and used by windows once they are transferred to a windows filesystem, provided windows has the software in the first place to deal with that filetype
