Finally found the solution!
Quite a while back (probably almost a year), I posted about not being able to get my Linux Mandrake machine to play nice with my Linksys router. All downloads, including web pages were less than 1k per second and it quite often showed less than 200 bytes per second or stalled. Well, it turns out that the Startech cards that I like to use (Realtek 8139 chipset) work fine in Windows machines through the router, but don't work at all with the Linux machine. It works fine with it's own IP address through the hub instead of the router. Well, changed the card to a 3-Com, connected back through the router and all is fine. Go figure
