This may be a silly question, but can MAC OS be installed on a PC?

Not yet, there are rumors of porting it to x-86, but not any time soon.

It is possible to build your own G4 machine though. I know TechTV's The Screensavers had a small article about it. I'd much prefer just buying a new Mac, but building one may interest people.
