network card

hello,i just bought a used hp pavillion 6330,they no longer had the recovery cd ,so i installedwindows me on it,now the problem, when i hooked it up on my network,i get online, but pages are slow to load and i have to refresh for it to load the page. When i download,im getting a good connection, but after a few seconds the download speed drops until it stops and freezes.I have tried three different network cards,in all different slots, with no difference, the computer came with 46 mb installed memory, now i will be upgrading this, because i know there is not enough, but i just used another computer with less memory on the same network and was not having these problems, can these problems occur from the lack of memory,im just wondering if this board is flakey and thats why he sold it,any ideas or thoughts
thanks

46 MB of RAM is too few for WinME. Install Windows 98, or even Windows 95, then it'll run fine.
Or just install more RAM if that is possible.
