Routing IPs

Hey all, I bought a D-LINK DI-604. Anyways, I have two computers connected to it, and everything is fine except for when sometimes the second computer just loses connection, and in "ipconfig /all" it gets its own IP. Anyways, to solve that problem I just turn off the computer for a while and next time i turn it on it's fine. Once while checking the "ipconfig /all" on his computer, i noticed his IP to be the same as mine. I dont know if this is normal, but I also saw that IP routing was not enabled, so I guess thats the problem, how can i turn on IP routing? Will it change the other computer's IP? Could this be related to why his connection sometimes dies? Sorry for bombarding questions, but Im very curious, thank you for any help.
