Connection on but when cut when sending email

Guyz
I wanted to know how i would help a client. His problem is that when he connects on dial-up to his ISPs servers on dial-up and tries to send an email it cuts immediately.
And the othe problem is that when you connect and try to browse u can browse for a few minutes then u cant browse any although you are still connected.
Pliz assist

Have you UNchecked the setting in OE that says "Hang up after send/receive?"

I am not sure if he has done that. But still what he is saying is that he hsa written some emails but cant send because the line cuts immediately. He clicks send.
Do u have any idea as to what can b the problem in the second part of my question

I had a similar problem years ago, couldn't find anything wrong, spent ages trying to sort it and eventually replaced the modem. Everything was fine after that. Not exactly an ideal solution but they are pretty cheap these days.
