How do you bypass a static IP?

Is there another way to change your IP other than using proxies?
Is there anything that could be done in command prompt?

Thanks.

Are you sure you have a static IP? Most residential services are dynamic. If it's cable, turning the cable modem off overnight will usually cause a reset on restart.
