Question My DSL seams slower to upload than Dialup

First off I have XP 40 gig HDD, 256 pc133 ram, aopen 73 pro with Athlon thunderbird AMD 900mhz cpu with 200 fsb. (slow and old). onboard sound. ATI 64 mb video with TV-out , about 8 usb ports, dvd-rw 8x, hp 7150 printer, Airlink 10/100 mbps pci network adapter. I use wirelss dsl at 512/128 kbps.
Ok, now that all my specs are there, here is the problem. My service seams slow. I dont know if I have a configuration wrong or what but I can upload faster it seams on dialup. I know 128k isnt fast but should be faster than under 56k. The network card only connects at 10 mbps too. I was wondering if there was a away to boost that to 100mbps. Would that make the uploads any faster?
I want to use this connection to later hook up VOIP when I get a router to plug in the phone but dont want to waist my time.
What can I do?

10mbps is a LOT faster than 512kbps, so that's a nonissue. Have you talked to your provider's tech support yet? I've seen wireless where the uploads are terrible - especially 2 way satellite.

Talking I have talked to tech support

Seams all they know is enough to get the thing hooked up and on. Funny thing was the tech that installed it said something was wrong with my network card because it wasnt receiving but I think it had something to do with their end not signing me on to the network yet because later that day it was working. So the techs arent really techs, they are installers. The thing about 10mbps or 100mbps, I wasnt sure of having anything to do with the connection, I just noticed my sisters network card on Verizon DSL is at 100mbps. I live to far out for that DSL.I am new to this stuff and learning. I can build comps and build a good web page, fix most things having to do with just human error but DSL is greek so far and only had it 15 days.

That's the internal LAN speed, it has nothing to do with internet speed.
