Exclamation Internet Speed dramatic decrease!

Idunno whats going on...

I'm on cable and I've gone down from 500KBPS to barely 40KBPS...

So I figured I might have some crap on my computer... So I ran programs.

Zone Alarm = Found nothing
Norton = Found nothing
Microsoft Spybot catcher = Found Nothing

Nothing... There isn't a single piece of crap on this computer.

SO I figured, hey maybe it's just my cable line? Well.. no it isn't... Laptop
runs at 500KBPS off my line and so do two other computers. . .

So I'm stumped... What could be lowering my KBPS so much? No I don't
have any DLs going or any P2P connections that I'm aware of...

I haven't downloaded anything 'odd' at all. Last thing I Downloaded was
Microsofts Spybot do hitchy-majiger thingy.

Any guesses? Is there a way to limit my DL speeds?

I use Netscape...

I know I'm experiencing a DL problem because:
Ventrilo went from 40ping to 100ping
Online games went from 40ping to 100ping
DL speeds on ALL sites went from 500KBPS to 40...

Help?

You may have better luck cleaning out the junk with the programs most often recommended here at PC Mech. Download and run Adware and Spybot, latest versions and take a trip over to Trendmicro.com and run their scan for virii and trojans. Might also try unplugging the power from the cable modem and plug it back in to reset it.
