Port Forward deceiving

I have a netgear WGT624 which I set up port forwarding. I've attached an image to show what I have done. I even went as far as to set up a static ip on this computer so I don't have to keep changing the local ip. However, when I test out the bittorrent I port forwarded, I get no outgoing connections. I am sure there are plenty of seeds (7000 to be exact, 10,000 peers), so that is not the problem.

Can anyone offer some troubleshooting ? It confuses me because it worked before I reset the router
