Can't connect after windows update

hey guys,

a guy i know just called and he says he updated to this update "microsoft xml 4 parser SDK" he says he didnt really use that windows update but today he had it in his tray so he updated, then he says it restarted his machine and then he couldnt connect.. hes using a dialer and hes on ADSL, windows 2000 (i told him about system restore but he says when he enters msconfig theres no such thing on w2k i guess)
what can he do ? MS support is gone till tomorrow and he needs the web badly..
he says he has an X over LAN in network connections but he says he talked to his isp support and thats not the one that needs to be working, he says he has another connection there thats fine and thats what connects him to the web.
