Norton screwed up

Ok, so I think I broke Norton 2004. Right now, it won't start, and when I try to uninstall so I can reinstall, it tells me my instopts.dat is missing. I think I accidentally deleted a reg file when I did a reg cleanup. So, I got on symantec's website and tried updating my Windows Installer, nothing. I got a copy of Norton 2006 and tried installing it, and it won't because the instopts.dat is missing. Is there any way I can get that file from somewhere and throw it in so it will work, or do I have to reformat?

Someone help.

Can you restore your registry from backup to see if that finds it back? Or would going back to a previous Windows Restore point help?
