Pinging behind a router.

Hello:

I'm trying to ping Google from behind a router using CMD, and all I get is request timed out is this what is supposed to happen? Is 216.239.41.104 the proper IP fo google? My friends internet cuts out and the ISP is adament that it's the router, but I can ping the router all day and get a 1ms or less response. The internet is down all the time and it's completely random, thought it happens mostly at night time. The ISP is wireless. Any help with this mess would be appreciated.

Google is 64.233.167.99 or just type in google.com after ping.
Check your firewall to see if it is blocking ping

I told my friend about the ping google.com and he just gets a timeout, so I guess it's his firewall blocking the ping. On my own setup it works fine, but on his timeouts. I'll have to get overthere and fix it up.

Ping the router interface to check patch cable and NIC output. if no response, Ping 127.0.0.1 to check the protocol stack

Why would the firewall be blocking outgoing pings? That doesn't make sense to me. It only blocks incoming. Is it software or hardware?
