Can't turn-off Windows XP Pro. Firewall and can't connect

I just got my new PC working and need to tranfer data from old PC to new one. I use cross over cable to connect to PC and setup static IP address. I can ping from old PC to new PC, but not from new PC to old one. I found old PC has firewall setup on the ethernet card. I try to remove firewall. However, Windows Firewall setting page, the "off" button is grayed out. I can't turn it off. How can I turn off firewall?

Already logged in as Adminstrator. There is no one else using the PC. So, I'm always logged in as administrator. Still greyed out.
I believe there are some registry setting. Any one knows?

You are trying to shut it off from the icon in the control panel?

If that doesn't work, set an exception (2nd tab on that same window) for File and Printer Sharing.

You'll need to share the folder(s) you intend to transfer on the old PC. That may be another problem as well. Enable print/file sharing by right clicking on the C drive. When you do that, it sets a firewall exception on its own.

Still doesn't work. I add exception for File and Printer Sharing and checked all boxes for ICMP, allowing all ICMP packet. Still I can not ping from new PC to old PC, nor access old PC's share folder. Is there anything else causing "one way" connection? i.e. old PC can ping new PC, but not vice versa?

If you can't get around the stubborn firewall, just make a shared folder on your new computer and check the box "Allow network users to change my files." Then just get onto your old computer and "push" all the files to your new computer.

What virus scanner and firewall are you using? Any firewall besides Windows SP2?

Their can be a problem in SP2 of the old Computer with WinXP, have u downloaded the SP2 from internet and then installed it on the computer?

Or the anti-virus program on old PC is disallowing your new pc to connect to it?

Is the partition of your old pc on which you have shared a folder ,based on FAT32 or NTFS?

their might be certain permissions on the NTFS partition denying you access from new pc?
