Is there a freeware that can make free pc to land line phone (regular phone) or cellphone through the internet?

Skype, if you use skype-out, also works for that, and although it's not free, it's very cheap.

If you are going to use Voip make sure you have a good broadband connection or your call quality will be attrocious.
