wireless faster than wired?

I have a weird problem I don't understand. My home network consists of a modem/(wireless) router connected to the internet (CBN SVG6540E, slightly modified by my provider) on the groundfloor and a wireless (B/G) router configured as Access Point (Medion 40900) on the first floor. This AP is wired to the modem/router and has 4 fast-ethernet wired ports. This all works except that when I use my laptop I get an internet connection of about 20Mbps wireless and about 8 Mbps wired (upstairs). Downstairs, wired to the CBN modem, I get about 35Mbps. I tried the wired connection with another computer: same result of about 8 Mbps upstairs.

Can anyone explain this? It seems that I'm losing speed on my wired connection upstairs, though it connects through the same AP!

Yes, internal IP address is within router's subnet and outside its DHCP-scope, DHCP is disabled on AP/second router. Would it otherwise connect at all?

Both cables from modem/router to second router/AP and from second router/AP to PV: cat 5e cable.
