WOL over Internet doesn't work

Here's the setup.

Destination:
-All the computers' WOL works over the LAN behind a router.
-All computers are connected via Internet > Router > Switch
-I'm only using 1 modem (1 ISP)
-The Internet is using a static IP.
-All computers behind the router is using a static IP.
-All computers are using Google's DNS (8.8.4.4 and 8.8.8.8)
-Only the computers that are being tested for "via Internet" WOL has the DHCP reservation under the router.
-The router's IP address is assigned as 192.168.11.254
-Used UDP 7 to 7 or 7 to 9 or 9 to 9

When I use various online and application-based WOL softwares on a different ISP/Modem/IP, the WOL never works.

Any ideas on what I'm doing wrong?
