Is there a way to limit connection speed to a computer on a network?

I live in a house with someone who is always online doing stuff that slows down my Xbox Live connection, and if you've ever played a shooter online, you know it needs to be on point.

Can I limit that person's consumption ability of the bandwidth through my router, or should I contact my ISP (Cox) about having a better upload/download rate?

Until someone answers, you might check out this link. It has some good info regarding your question.

Try this first before you consider paying more money for more bandwidth.

Get a gaming router. Gaming related packets are prioritized to be first. This does exactly what you need without slowing down your internet connection. I have one (the last version of the same thing) and it does what it is supposed to do very well. I wish mine had that nice information screen on the top.
