Restricting internet access
A small business operator has a need to restrict access to the web to only himself. The business is a 24 hour operation and the operator is not physically present at all times. He has several employees that work shifts. The location they work from is a small office with only one computer. All of the employees use the computer. The computer must be up and running on the internet 24/7 because updates to a database necessary for operation are sent at various times. The need is is to block access to the www by all except the operator. There have been some abuses. The computer is running Windows 7. So how can I set it up to require a password to open a web browser?

That's exactly what I was looking for. I could only find instructions for setting Parental Controls, which was already done but wasn't really solving the problem.

There is also plenty of third party parental control software. Google is your friend.
