Wires were redone, can't figure out the issue

I came home today to find that my father rewired everything, and now from what i had before, one computer is faster than the other, even though they both are on my gigabit switch. Let me explain what we have first.

Verizon FIOS Actiontec 10/100 router
Cisco router (for his work)
DLink gigabit switch

I have a file server running in the house, so that's the reason why i got the switch. Now I have a computer upstairs i use as a media center which connects to the file server for the movies and TV shows. Before, i had a 100ft CAT5 cable running upstairs to that computer so it could have nice speeds, and i was getting around 60-70 MB/s transferring speeds. Now i had asked him if he could wire me a new connection to a closer location in the basement so i could do computer work down there.

He asked if we could switch this new cable (which is a 50ft CAT5E) with the older one upstairs because this new one doesn't have the locking piece broken off. So i said yes and rigged it up. Ever since he did so, this new cable, even when plugged into the switch, is only transferring at 12.5 MB/s at the peak. Now i tested the older cable in its new location, and it was going at 60-70MB/s like before. Both are still plugged into the switch and not the router.

What could be causing this slow down with this new cable? Do you think i should switch the cables back to the way it was before, by having the old going upstairs and the new into the other room? I would think the newer cable would have better speeds since it's a CAT5E and not CAT5 like the older. What could be happening here?

Do you have the tools to install tips on the cables? I'd cut them off and redo them carefully, using 568B protocol. Either that, or punch them down into keystone jacks at each end and use premade patch cables.

So, these are premade cables that have been run through the walls?

They are premade yes, one my father got from work, and the other I bought for $10 at a computer auction. The longer one is from work the shorter I bought. They both have been ran through the walls now yes.

I'd buy new ones. Newegg has them up to 100 feet and longer.

Ok good, at least i know it's not my switch. I think i might just switch the wires and have it that way. Might be easier than buying new ones since i have them
