From microsoft web site.

Q. Is WinPopUp installed in Windows 95?

A. Yes, if you install either the Microsoft Client for Microsoft Networks or the Microsoft Client for NetWare(R) Networks component, WinPopUp (Winpopup.exe) is installed in the Windows folder.

Friendly Reminder

Don't forget, Winpopup has to actually be running in order to receive messages. It's ugly and won't run in the background. NT/2000 has a much better message app.
