networking XP w/ 95,98, & ME

Hello all,
I'm hoping someone can help me with this problem. I've recently been handed the sys admin job. I've stumbled into an environment that contains everything from 95 to XP. Recently we received 4 laptops loaded with XP and I had trouble getting the XP's to see anything on the network. After doing some work with them and loading the NetBEUI I was able to get all the laptops to work together. Yesterday I received 4 more laptops, loaded with XP, and began to configure them for the network. I did the EXACT same thing I did for the previous XP machines and these new ones will NOT see the network!! I get the now famous "Workgoup is not accessible. You might not have perm...." I've sat 2 of the XP machines side by side (one that works on the net and one that doesn't) and made sure all the setting are exactly the same and too the best of my knowledge they are. The only differece I found between the 2 machines is hardware (the one that works is using a 3com Etherlink and the one that doesn't work is using a 3Com 3C920 Interchanged Fast Ethernet Controller).
Here's another interesting thing. When I go to My Network Places it won't show me the laptops on the network, but if I do a search on a specific laptop it comes right up and I can access it's shared files!
All workgroup names are the same, firewalls are turned off, file and print sharing is active, and I have enabled NetBios over TCP/IP. I seem to be stuck with no available answers. If there's anyone out there with any possible solutions I would greatly appreciate your comments!!!

Is tcp/ip configured correctly? Are you logging onto a domain or just using workgroups? What is your main protocal there and how do you connect to the internet???

XP with 95, 98, & ME

To the best of my knowledge Tcp/ip is configured correctly. I have the correct IP, gateway, and DNS configured. We connect to the internet through the local LAN using TCP/IP. I'm stricly using Workgroups (with the name workgroup). Since I posted this question I have installed the NWLink IPX/SPX/NetBios Compatible transport potocal and moved that to the main protocal for Microsoft Networking with NetBEUI after that. I've "disengaged" the TCP/IP for the Microsoft Networking protocals. With this protocal set-up I'm able to see my PC and one other new XP machine, but nothing else.
A little more info: If I go the my network places I won't see all the systems on my network, but if I go the Start -> Run -> and then put in the systems name (ex \\Comp#1), a window comes up with the shared files and disks on the system. So I can access EVERYTHING on the network it's just in that "neat" format I'm used to seeing with 98, ME, & 95.
So it appears to be some type of browser problem. I would love to know why it works on the other laptops with XP but not these new ones when they are both configured the EXACT same!!

Yes, All new machines not seeing the network properly are XP PRO.
