Windows 98 is not a server operating system, it only supports peer-to-peer networking, not client-server. Its security is also a joke. If you want to have a server and diskless workstations, you need a proper server with a proper operating system that supports thin clients, in the Microsoft world that will require NT or 2000 Server at the very least, and server optimized hardware, that means SCSI hard drives.
