Question video capture

I was gonna get the Compro Videomate Gold+ and was wondering if this was possible.
I have two computers connected through a D-Link 604 router, one desktop and one laptop. The Videomate would be in the desktop and I was wondering if I could view what the card is capturing at the time. Also, I wonder if anyone knows whether it is possible for you to view the TV over a type of VPN or something like that.......either a VPN or maybe even just connecting through a webpage that my computer is hosting. Basically, my question is, is the TV Capture able to be viewed on any other computer other than the computer that it is installed in. Thanks in advance.

I have used VNC type of programs to view video from one PC to another.

It gets slow because you have to broadcast in 16 bit to have any resolution at all.

I heard that DirectShow works well, but wasn't sure if you could use if to capture and broadcast simultaniously.
