Question DSL Download speed Question?

Why is it when someone is downloading from my webserver or Fserve in IRC it only downloads at the MAX speed of 12kps? Or is this a standard for DSL?

They are downloading at your UPLOAD speed cap. Think about it for a minute.

The cap is there for a reason - to discourage you from running servers on a residential account. You can get a symmetric BUSINESS account to run servers, and pay accordingly.

In addition, both DSL and cable networks are designed to have more download bandwidth than upload bandwidth, because that's the model for most usage.
