VPN suddenly slow

I can't tell you the details from the server guys on what the server is, specs etc, or the ISP servers etc. but I am hoping that you all could give me some advice.

I have been using a Cisco VPN client service daily since May. Last Sunday night the speed of the service went from very near "at work on network response time" to 9.6k dial up modem on AOL speed. I can open very small files only, anything of any size eventually times out. I can log on, I can get to the network drives and look at file names , I can get my Lotus email from the separate e mail server (slowly and assuming that it is not a e mail with an attachment). My boss in Boston (I am in Minnesota) can not log on at all with the VPN

Work says it is my ISP's fault - so why can't my boss on another ISP log on?

ISP says it is my VPN server. This makes sense to me - I beleive it is a work issue but what should I ask them?

I have installed nothing new (hard or soft), I have tried the two alternate servers they told me for no difference. I have defragged (not that I needed to), I have done a windows clean with Norton. I have ad awared and spybotted (neither found anything of any consequence). I have turned off my Norton firewall and antivirus to see if an auomtaic update on them was at cause (Or just them being on). I am on Win XP Home, completly up to date, and am on Roadrunner cable

well well well, after a week of back and forth whose to blame, the VPN is working as expected after they 'rebooted the server'

I hate people who are under qualified for their positions......
