Disk Partition

Can a disk be partitioned at any time, even if it already has files on it?

Yes and no. Vista has a limited partition resizing facility, Partition Magic or Acronis Disk Director is more capable.

Will either of these programs work with XP? What I want to do is create a partition only for my OS and Photoshop.

Yes, you will *need* a 3rd party program with XP.
