Worth Price Difference
I am spec-ing out a new build for Photoshop. Both of these processors were recommended to me. There is a $784 price difference. Will I see that much performance difference?

You will see a difference but is it worth $784, not to me but it could be to you, this is a nice processor

To me, there's never been an "Extreme Edition" processor that's been worth a fraction of the asking price. Let the overclockers and egotists who have more money than common sense play with those things, just let them brag. If you want an i7, get a 920. If you want a C2Q, get a Q9550. Either one of those will run Photoshop like a scalded cat.
