Is this an IDE drive?
What is your OS?
If it is an IDE drive check the master/slave settings on both the DVD-ROM and your harddrive(s) if you only have just the one harddrive and DVD drive then you should have the harddrive on the primary IDE and the DVE on the secondary, both set to master.
Can you see the drive if you boot to DOS?
Try the 'add new hardware' icon in your control panel.

Please post your system details, and NOT IN ALL CAPS please, that's considered shouting.

Is there a chance to try a different dvd on the same cable?
That may rule out a bad dvd. Is this a Toshiba by the way?

This 1000th post is in honor of Wolfster, who always manages to find a way to get me into trouble. And everyone else here who puts up with me, specialy glc!!

I would double check all your connections, for data and power. Try another IDE cable. Can you see it in the device manager? If you can, is there a problem with the device? The more information you provide the easier it is to pin point your problem, thus the faster it gets fixed.
