Question LCD Monitors

When an LCD monitor is connected to a graphics card via a digital output (DVI), and I set the refresh rate to 60Hz, does the graphics card only use this when the screen changes & needs to be updated, considering that LCD monitors do not need to be refreshed like traditional CRT’s, or does the video card just keep on refreshing the image (with digital data) even if there is no change in the display, just like a conventional CRT?

Don't quote me on this but from my old schooling days I was taught that a LCD driver only applied power to the liquid crystal when a change was needed, hence the great power savings.
