I noticed that the quick reply box needs to be "activated" when you want to post with it. Is there a way to turn the "activation" feature off?

I assume that because you can view the forum in threaded mode that it needs to know which post you are replying to. Although I think it would be good if it defaults to the last post so you can use quick reply, and if you are replying to something else you can change if you want.
