Outlook receives, but doesn't send

Has anyone ever experienced this problem before?
Whenever I try to send a message out from Outlook XP, I get a message practically instanteously back from 'System Administrator' saying relying to the domain I sent to is not allowed. I installed and ran Grifsoft AVG, and also Spybot, but the same thing keeps happening. I also tried disabling XP's firewall, but still nothing.
One thing also, after I installed AVG, all the emails changed their messages from the error to this message:

Do you have your SMTP settings configured correctly in OE? If your ISP requires a secure login, is that all set up? Do you have the right port?

I would also disabled AVG's e-mail scanner until you get things figured out. No need to overly complicate your setup when it doesn't work.

I believe, I have the SMTP settings correct. I use a different SMTP server than the POP server and when I contacted the ISP, they said it was most likely a problem with the application, but I don't know. I have the same application and settings on my home computer, and it works find.

One thing, when I send a message to my SMTP account, it goes through fine, I was able to check it through the webmail. But if I want to send it to a different domain, like hotmail or AOL, it gives me this message.

Also, I am using the SMTP account that came with my internet service at home (a cable modem through Adelphia) and I am trying to use it at work (a dsl line through verizon). I don't know how the authentication procedures at ISP's work, but could this cause the problem I am having? Thanks for the reply.

Yes, it definitely could. To cut down on spam, most SMTP servers these days are configured to only allow mail from authorized users. At home, when you are on your cable modem, the server knows you are authorized, but when you try to access the SMTP server from somewhere else, you need to somehow prove your identity. Double-check the settings your ISP gave you; for example, you may need to check "My server require authentication" on the Servers tab in the account options in OE.

You need to use the Verizon SMTP at work, not Adelphia's. Your mail is being rejected as a relay.
