Copying a program without install

I've never actually looked into this, but is it possible to copy whole programs from one computer for install in another without the setup or installation program? I've done it before with small .exe programs but i mean for like larger ones that require a setup program. Say I needed a program in one windows 98 computer to be in another windows 98 computer. Is there any way to do this without setup? Is there any software that would allow me to do this? Hopefully free?

Hi scribe,

The setup program not only copies files over, it also modifies the registry, adds items to the start menu, and registers file associations. If you just copy the program folder over it might run, but it might be missing some important data or files.
