Blocking Spam with Preferred Domains

Anyone know of a way to do this? It seems all email programs have it backwards, where you can block domains but you can't set it up to allow email only from a list of preferred domains. In today's world where spammers are getting crafty, it's easier to identify the domains you do want rather than identifying the domains you don't.

I want an email program that will let me set up rules such as:
Allow only the following domain suffixes:
.com
.gov
.net
.edu

AND don't allow the following domains:
hotmail.com
anyotherpopularspamdomain.com

I would think this could really prevent almost all spam, at least the spam I get. I noticed that the domain suffixes from where I get spam are anything but .com,.gov,.net, .edu. Instead they are crazy things like .az, .ru, .whatever.

Anyone know of any software where these kind of "reverse psychology" rules can be setup?

It is a waste of time to block whole domains IMO. Just because it is a never ending list and oftentimes the domain is spoofed.

I didn't say block specific whole domains. I said only permit specific domains. Big difference.
