cover page template

I am trying to create a cover page template for my father in laws home inspection page. Obviously the name inspection license number and few things will always stay the same but the picture of the house and the adress will change of course. My question is easy I think, but I am missing something to make it work. Is there a way to save a specified spot and designated amount of space to just insert the picture so it is in the same spot rather than having to tab and space bar it to somewhere near the right spot every time. I am using office xp, but he is using office 97 not sure if there is a huge difference or if I can make him the format and send it to him and it will work.
Basically a template with an empty square that is designated for pics so when i embed it to the doc it will know thats where it belongs.

The easiest way would be to have the whole page set up as a table...you can remove the border so it won't look like a table when printing.
