convert image to vector?

I am having some shirts made, and the lady will not accept anything other than a vector image. The image i have is a jpeg, but i also have it in pshop layered format. Now is there anyway to convert it to vector w/o redrawing it? The image is 3333 x 3517, 300dpi.

any ideas?
