Well, yes it can be done, but you said you burned the avi to a DVD+RW. That means that you have a DVD burner. In that case, forget VCD and SVCD. If your "digital cam" is a DV camcorder, then VCD and SVCD will have poor quality.

Create DVDs. What you need is a program that encodes the avi to MPEG-2, and then a program that creates the dvd title set.
Such programs should have come with your DVD burner unit. . unless you bought it OEM, but even then there could be a program bundled with it, so you should check that.

TMPGEnc, ProCoder and CCE are. Nero is not. You can download a trial of TMPGEnc and CCE. It might seem a bit difficult at the beginning, though, but these are very good encoders.
You can author them with Nero once you have the mpeg file if you like.

...for encoding and "easy" DVD authoring I've been using TMPGEnc 3.0 Xpress and TMPGEnc DVD Author progams. I like the easy and simple user interfaces that both programs have....

I think DVD-Lab, another great DVD authoring program, has a special deal for the TMPGEnc encoder if you buy their program.
