Virtually all editing software can do both: make them smaller in file size and smaller in screen size, and both. There are free programs that can do that and commercial programs. Are you going to be editing a lot of pics or just need a few done?

Irfranview rocks for simple tasks like resizing pictures or changing formats (from BMP to JPG, for example). It can also automatically make thumbnails for lots of photos. I use it to generate thumbnails for the photos I post on the web.
