can't log on to email or load saved games

I posted the first part of my problem on the networking forum but I'm wondering if that was the right place. Here's the problem. My daughter has returned to university and is hooked up to the university's network. She can surf the web but can't log on to her web based email, both the university's and hotmail, or do anything that would require her to input information. We've figured this was a security or cookies problem but seem to have exhausted that possibility by going through all of the 'internet options' on IE and restoring default settings and lowering security levels. Now she finds that she can't load a saved game. The game isn't internet based so this problem seems to be farther reaching than just IE.

She is running Windows XP, she's run her virus scan through in safe mode, she's run spybot and adaware so we don't think that is the problem.

Any ideas? My long distance bills are getting really high...we need to get her MSN Messenger going!!
