Editing Video Forwards, Back, and Slow Motion

I am editing an action video clip for a friend. They want the end result to be the 20 second video clip shown at normal speed, then rewound, then shown in slow motion.

What video editing software has these capabilities?

Adobe Premiere can handle that easily. So can Avid XpressDV. I cannot comment on lower-end consumer oriented products since I've never really used them. We use Premiere Pro in our studio and it's a simple matter of time compression or expansion and reversing the video.
