Decompressor Recommendations

What free decompressor for Windows that is compatible with zip and rar do you recommend? I'm looking for a software that has universal compatibility to the common compressed file types.

7zip is free.

Does the zip utility/feature in WinXP work with .rar files? I know it works with .zip files.
