Norton Anti-Virus users. Preferrably 2004.

How do I get rid of this?

I don't want that Norton junk on my Recycle Bin! I want the normal one!

One of these days you are going to delete something that won't come back - and that Norton protected recycle bin will save your butt.

In your Norton Antivirus configuration:

Advanced Tools
Norton Protected Recycle Bin Properties - modify

Turn protection off on all drives.

If that doesn't work, uninstall Norton Antivirus Professional and install the standard version.
