Yes you need a phone line, and there is no difference between phone line and fax line. We usually just call it a fax line to identify it as a phone line that is connected to a fax machine. If you have win XP then you don't need any additional software, just look under accesories>communications and if you don't see Fax there than it may just need to install fax services from ControlPanel>add remove programs>Add Remove Windows Components. Aside from that of course you need a modem installed with the phone line connected then just open the fax software and it will ask you for a few basic settings and you will be set. To receive incoming faxxs of course the PC must be left on and the fax software running and set to be waiting for a call, so if your sharing this phone line then it gets a little trickier for incoming because then you have to have a way to differentiate between incoming fax or voice calls. More on that if you let me know that you need that capability.

If you will be receiving less than 20 faxes a month, look at the free Efax service. I use that, and I only use my modem and MS Fax (with a scanner) to send faxes.

If there is going to be much fax traffic than a seperate line is recommended, but if U R going to share the line than a voice/fax/modem line share device that U can obtain from radio shack is a good solution and I do not believe they are too expensive..
