Name This Chart Type

My manager has found a chart that he wants to use, and as always I am the one to figure it out, but I can not seem to find what you would call the attached chart, saw whisker charts and all kinds of others by googling but nothing that looks like the attached scan.

The chart idea is the top line reflects the range of risk for a population as a whole (say American investors) and the bottom line some select group, the bottom of the square has the risk range.

I have Office 2003 Pro, he is stuck with 97 (he he - I work from home).

So anyway... anyone have an idea what this is called? What software is needed to create it etc.
