There are two ways which I do this:
Firstly: Use DVDStyler ( http://dvdstyler.sourceforge.net/ ) to make a dvd disks, with both the mpeg files, and menus and stuff, then create a ISO File to burn to a disk. This creates a DVD which can be played back in some DVD Players normally, but with BitSetting I have been able to get it to play in all DVD PLayers I have got my hands on.

Secondly: You also can use: http://sourceforge.net/projects/virtualdub/ (or even http://sourceforge.net/projects/virtualdubmod/ ) to combine the two mpegs files, and then just burn that to a disk, but I do not know if that will play on normal House Hold DVD players.

There is also a commercial program I use in between those two for DVD's that I make, but you said free. It would also do what you want.

To do what you want in Nero, you will need two or three extra plugins, the first two are MPEG2 vcd and MPEG2 svcd, the third plugin is dvd dolby digital for audio. I have been using this to convert mpeg to DVD with Nero for a few months and it works fine every time.

The plugins cost money. The programs I linked to above will do what you want for free though.

If you want to buy the plug-ins they are at: http://nero.com/en/Plug_ins.html
