Locate to replace indexing

One of the PC Tips that crossed my computer was concerning Indexing. It stated that there was a better substitute called "Locate." There was no web site given and I am afraid Google is no help for locating "Locate." Anyone know the source for this file?

And another PCM tip, if I remember right, also suggests turning off Indexing altogther. Are you actually / actively using indexing? If not, you don't "have" to run it and it can be turned off.
