Last night I downloaded a BIOS update to a folder in my PC (#1 in sig).This is for an old Toshiba laptop I am attmepting to revive. Now I am unable to delete it in my pc folder. I get the error message "Cannot delete tsetup:Access is denied. The source file may be in use" I am not having issues w/my PC, I didn't run it. I just moved it to a floppy.

Reboot to safe mode and delete it.

always forget safe mode to do tweaks, but it was a no go. Still got the same error message. I could live with the file being there. It would be better than jumping through flaming hoops for some file. Its in a safe place where other users' won't be able to mess with it.
